Rule 1

Rule 1 is effectively derived from attestation of Rule 2. To make Rule 2 valid, Quenya must be a language with non-strict negative concord1. The description is thus taken from Italian grammar, which is a prime example of non-strict NC language. Other examples such languages include Spanish and Ancient Greek.
